The Internet Engineering Task Force published the IPv6 specification in 1998. Network engineers understood the problem clearly: IPv4's 4.3 billion addresses would eventually run out, and the internet needed a replacement protocol with vastly more address space.

Yet here we are, more than twenty-five years later, still running significant IPv4 infrastructure alongside IPv6. Google's statistics show global IPv6 adoption only crossed 40% around 2023. For a technology that was ready in the late 1990s, that's an extraordinarily slow deployment curve.

The delay wasn't due to technical impossibility or lack of awareness. It stemmed from something more fundamental: the architecture of incentives in networked systems. Understanding why IPv6 took so long reveals important lessons about protocol transitions in production infrastructure.

Transition Complexity: The Coexistence Problem

When engineers designed IPv6, they knew it couldn't simply replace IPv4 overnight. The transition needed mechanisms allowing both protocols to coexist during migration. This led to three primary approaches: dual-stack, tunneling, and translation.

Dual-stack means running IPv4 and IPv6 simultaneously on every device and router. It's conceptually clean but doubles operational complexity. Every network path needs configuration for both protocols. Every firewall needs rules for both. Every monitoring system needs visibility into both. DNS resolution becomes more complex, with applications needing logic to select between A and AAAA records.

Tunneling mechanisms like 6to4 and Teredo encapsulated IPv6 packets inside IPv4 for transit across legacy infrastructure. These worked but introduced fragility. Tunnel endpoints became bottlenecks. MTU discovery problems caused mysterious connection failures. NAT traversal added another layer of unpredictability.

Translation approaches like NAT64 convert between protocols at network boundaries. But translation loses information. IPv6's larger address space and different header structure don't map cleanly onto IPv4. Stateful translation requires maintaining session tables, creating scalability constraints and single points of failure. The complexity of seamless coexistence meant that "just deploy IPv6" was never actually simple for production networks.

Incentive Misalignment: The Chicken-and-Egg Trap

IPv6's slow adoption wasn't primarily a technical problem. It was an economic coordination failure. The benefits of IPv6 only materialize when both endpoints support it, creating a classic chicken-and-egg dynamic.

Consider a content provider in 2010 evaluating IPv6 deployment. Their servers could serve IPv6 traffic, but most users connected via IPv4. The engineering investment provided no immediate user benefit. Meanwhile, their IPv4 infrastructure worked fine. The rational economic choice was to wait.

Access network operators faced the mirror image. Deploying IPv6 to subscribers required upgrading customer premises equipment, provisioning systems, and support processes. But if major content remained IPv4-only, subscribers gained nothing visible. Carriers had little incentive to invest in infrastructure their customers couldn't perceive.

Regional Internet Registries complicated matters further. ARIN, RIPE, and APNIC allocated IPv4 addresses from their remaining pools, and secondary markets emerged for trading IPv4 blocks. Organizations facing address exhaustion could buy their way out of the problem rather than migrate to IPv6. This escape valve reduced pressure on large networks that might otherwise have led industry adoption. The economic structure actively rewarded delay.

Mobile Catalyst: When Economics Finally Aligned

Before mobile, most networks used NAT (Network Address Translation) to stretch IPv4 addresses. A single public IP could serve hundreds of home connections. Enterprise networks ran thousands of devices behind a handful of addresses. NAT wasn't elegant, but it worked.

Mobile networks broke this model. Carrier-grade NAT (CGNAT)—NAT at the service provider level—introduces severe engineering problems at mobile scale. Each NAT device must maintain state for every connection. Millions of smartphones generating persistent connections to messaging, social, and cloud services means millions of concurrent NAT state entries. The hardware required becomes expensive. Port exhaustion limits how many subscribers can share addresses. Application compatibility suffers as deeply-nested NAT breaks protocols expecting end-to-end connectivity.

Major mobile carriers did the math and found that CGNAT infrastructure costs exceeded IPv6 deployment costs. T-Mobile in the United States became an early leader, running IPv6-only on their LTE network with NAT64 for legacy IPv4 content. Reliance Jio in India launched their massive 4G network as IPv6-primary from day one. Once mobile operators moved, content providers finally had significant IPv6 user populations to serve. The coordination problem unlocked.
