The most rigorous is direct measurement: continuous emission monitors on smokestacks, effluent samplers at discharge pipes, or periodic stack tests using EPA reference methods. When applied correctly, these yield the tightest data, though even monitors have detection limits and calibration drift.

Second is mass balance, an accountant's approach to chemistry. If a facility purchases 10,000 pounds of toluene, ships 8,000 pounds in finished product, and captures 1,500 pounds in waste, the remaining 500 pounds must have gone somewhere—typically fugitive air emissions. Mass balance works best for chemicals that don't react or transform during processing.

Third is the emission factor method, which multiplies an activity rate by a published coefficient. EPA's AP-42 compendium offers thousands of these factors: pounds of particulate per ton of cement produced, grams of VOC per gallon of paint applied. What communities cannot do with TRI alone is establish causation. Demonstrating that a facility's emissions are responsible for a specific health outcome requires exposure assessment, biomonitoring, and often years of investigation.
